In 2019, as in 2018, the increase in pension payments was carried out in January.

Indexation of pensions for working pensioners


As noted above, indexation of pensions for this category of citizens does not provide for an increase in the amount of pension benefits. The country's president has repeatedly stated that this issue is under consideration, but so far the moratorium introduced in 2016 remains in effect.

The following reasons were voiced by the head of the Ministry of Finance as grounds for refusal:

How will pensions be recalculated for working pensioners?


Citizens of retirement age will receive an increase in their pension by increasing the cost of the IPC - personal pension coefficient. The recalculation will be carried out without a request, so there is no need to contact the Pension Fund about this. This will happen in August 2020, however, the recalculation procedure itself has a number of limitations.

In particular, only the IPC earned in 2018 will become the basis for increasing the pension, and a maximum of 3 pension points will be taken into account for the calculation. Note that such an increase will mainly affect those citizens who retired in 2018. For other pensioners, there is a moratorium that keeps the size of the IPC at the level that was in effect at the time of retirement.

The indexation of old-age pensions by year was carried out unevenly. The goal of such changes is to ensure the stability of real incomes of pensioners and create conditions for an increase in the level of security of the non-working population. The indexing procedure is an adjustment of the basic amounts of payments by the coefficient of change in consumer prices. This makes it possible to neutralize the negative effect of inflation fluctuations for pensioners.

Indexation of pensions by year

Until 2010, the pension system had a division of pension accruals into basic and insurance parts. Since 2010, only the definition of the insurance part of the pension has been used. Since 2015, this concept has also been withdrawn from circulation - it has been replaced by the term “insurance pension”. Instead of a fixed basic pension, a fixed payment appeared, supplementing the insurance pension.

The procedure for assigning and adjusting different types of pensions is regulated by the following laws:

    No. 400-FZ dated December 28, 2013 (on insurance pensions);

    No. 166-FZ of December 15, 2001 (on state pension provision).

Fixed payments are indexed in accordance with the provisions of Art. 16 of Law No. 400-FZ. The coefficients are revised annually as of February 1. If the Pension Fund's resources grow, the Government may initiate additional adjustments to payments as of April 1.

The level of insurance pensions is increased every year (Part 10, Article 18 of Law No. 400-FZ) in connection with changes in the value of pension points - from February to April.

Thus, pension indexation in 2015 was carried out in relation to fixed payments and state security pensions, insurance pensions increased due to adjustments. The essence of these two procedures is the same - increasing pension payments to maintain purchasing power in conditions of changing inflation.

Pension indexation in 2016-2018 was carried out in relation to the base values ​​in force in 2015. For example, the fixed payment at the beginning of 2015 was equal to 3935 rubles. (Article 16 of Law No. 400-FZ). In February, it was required to be adjusted by a factor of 1.114 due to the increase in inflation in the previous year (Government Resolution issued on January 23, 2015 under No. 40). As a result, since February, the updated payment became equal to 4383.59 rubles. (3935 x 1.114).

Further changes to fixed payments were made in relation to pensions of non-working pensioners in the following amounts:

    from February 1, 2016, a payment equal to 4558.93 rubles has been in effect, an increase by a factor of 1.04 is regulated by Art. 6 of Law No. 385-FZ of December 29, 2015 (social pension is adjusted by a similar coefficient - Article 4 of Law No. 385-FZ);

    from February 2017, the payment increased to 4805.11 rubles. (the coefficient was 1.054, as specified in Government Decree No. 36 dated January 19, 2017);

    from 01/01/2018, a fixed payment in the amount of 4982.90 rubles is valid. (coefficient is 1.037 - Article 4 of Law No. 420-FZ dated December 28, 2017).

Social pension payments are adjusted in the spring - from April. The rate of their growth each year differs from the level of increase in insurance pensions. The difference is due to the fact that social benefits are tied to the level of the subsistence minimum, determined for the category of citizens of retirement age, and the insurance payment is compared with inflation indicators and the profitability of the Pension Fund.

What pension indexations were there in 2018:

    from January 2018, the cost of the pension point was changed - it increased by 3.7% (to 81.49 rubles);

    the indexation of pensions in 2018 as a percentage in relation to the insurance pension payment was made in the amount of 3.7%;

    social pension payments have increased by 2.9% since April (payments received in the presence of a disability group, old age or in connection with the loss of a breadwinner).

What pension indexations are planned for 2019?

Adjustment of pension payments is planned for January 2019. This time, the main goal is to increase the gap between the inflation rate and the increase in pensions (by increasing payments to non-working pensioners by 7.05%). From 01/01/2019, the cost of a pension point should also increase – to 87.24 rubles. The fixed part of the paid insurance pensions is determined in a fixed amount and will amount to 5334.19 rubles. Social benefits will be increased as of April 1.

Such growth will be possible thanks to the pension reform. Legislative innovations provide for an increase in the retirement age, which will reduce the deficit of Pension Fund funds. Pensioners who continue to work will receive payments from the Pension Fund budget, but without taking into account indexations. Additionally, a number of benefits are being introduced for pre-retirees. They are considered to be persons who, before the reform, could qualify for a pension in the coming years, but due to legislative amendments will be forced to work longer than planned.

Russian pension legislation requires annual indexation of pensions in accordance with the level of inflation achieved in the previous year. But in 2016, this rule was grossly violated. Instead of increasing insurance pensions by 12.9% (this was the official inflation in 2015), they were indexed only once: from February 1, by 4%, and only for non-working pensioners.

The second indexation seemed to be promised in the second half of the year, but there was no money for it. Indexation, which would have increased the monthly pension of each pensioner, but by different amounts, was replaced by a one-time lump sum payment of 5 thousand rubles for all pensioners living in Russia (both non-working and working) in January 2017. Now this money is being paid.

The decree signed by the head of government on January 19, which was made public on January 23, means a return to the usual rules for indexing pensions: the figure of 5.4% fully corresponds, according to Rosstat, to the inflation rate for 2016.

The certificate attached to the document states that “from February 1, the increase in the size of insurance pensions will affect all non-working recipients of insurance pensions (about 30 million people), as well as about 450 thousand non-working military pensioners who receive insurance along with the state pension. old age pension."

The average size of the insurance pension after recalculation will increase by 384 rubles, for which about 130 billion rubles will be spent by the end of 2017.

Let us remind you: after indexation by 4% in February 2016, the average insurance pension in Russia was 13,200 rubles per month...

Along with the insurance pension, from February 1, 2017, the fixed payment will also increase by 5.4%, and again only for non-workers (this is stated in another government decree dated January 19).

Currently, the basic amount of this addition to an insurance pension or disability pension is approximately 4,559 rubles; accordingly, it will be 4,805 rubles.

Some categories are entitled to an increased fixed payment towards their pension: those who have reached the age of 80, orphans, pensioners who support disabled family members, who have worked for at least 15 years in the Far North...

And according to the law, some categories are paid additionally to their pension in a reduced amount: for disabled people of group III, for example, the fixed payment is 50% of the base amount. The Pension Fund's expenses for increasing fixed payments in 2017 will amount to about 99 billion rubles.

This is not the last indexation of insurance pensions in 2017. From April 1, as Deputy Prime Minister Olga Golodets said, it is planned to recalculate them upward by another 0.4%: the fact is that the Pension Fund budget included money for indexation in the amount of 5.8% (this was the predicted level inflation based on the results of 2016), and it was also decided to spend these funds.
